ACDBE/DBE Certification - Annual Update

ACDBE/DBE Certifications do not expire; however, ACDBE/DBE firms are required to submit an Annual Update/Affidavit of “no change” attesting that there has been no major change in the firm’s circumstances in order to maintain ACDBE/DBE certification. The deadline for the Annual Update varies depending on the type of certification and which UCP certifying entity is processing the application. A copy of the firm’s most recent tax return must be submitted with the Annual Update.

  • ACDBE Certification renewals are processed exclusively through the City of Phoenix. Arizona-based firms located in all counties, must submit their annual update to the City of Phoenix using the log in on this page.
  • DBE Certification renewals are processed by the Unified Certification Program (UCP) which consists of ADOT, the City of Phoenix, and the City of Tucson. DBE applicants must submit their DBE certification renewal to the proper certifying entity, which is based on the firm’s primary location/address.

Renewals submitted to the incorrect certifying entity will not be processed. Firms that do not submit required renewal documentation in a timely manner are considered non-responsive and may be decertified, if renewal information is not received as required.

Arizona-based firms located in all counties other than Maricopa and Pima counties as well as Out-of-State firms, must submit their annual update to ADOT.

ADOT DBE renewal deadlines are based on the firm’s name. Firm names beginning with A-J are due on April 1st of every year and Firm names beginning with K-Z are due on October 1st of every year. Firms certified by ADOT may log in on this page to begin the renewal process.

  • Firms located in Maricopa County must submit their DBE certification renewal to the City of Phoenix every year upon the anniversary date of the initial certification on the City of Phoenix DBE Certification System.
  • Firms located in Pima County must submit their DBE certification renewal to the City of Tucson every year upon the anniversary date of the initial certification on the City of Tucson DBE Certification System.
  • Firms certified at ADOT with names beginning with A-J are due on April 1st of every year and Firms with names beginning with K-Z are due on October 1st of every year. Firms certified by ADOT may log on to the ADOT Certification System.
