DBE/ACDBE Certification - Annual Declaration of Eligibility (DOE)
DBE/ACDBE Certifications do not expire, however DBE/ACDBE firms are required to submit an annual DOE affirming that there has been no major change in the firm’s circumstances in order to maintain DBE/ACDBE eligibility. The due date for a firm’s DOE is the anniversary date of their first DBE/ACDBE certification in their primary state, which is referred to as the Jurisdiction of Original Certification (JOC). Once a firm has been granted DBE/ACDBE certification in their JOC, the firm is eligible to request interstate certification in additional states, or jurisdictions. An annual DOE submittal will be due on the firm’s JOC anniversary date in all jurisdictions where the firm is certified. The required documents, in all cases, are a signed DOE form for the socially and economically disadvantaged owner or owners (SEDO/s) who have a 51% ownership interest in the firm; and gross receipts documentation for the most recently completed tax year. Acceptable documentation can be: the firm’s federal tax return; OR all income-related pages of the federal tax return; OR an audited financial statement prepared and audited by the firm’s CPA. Please note: only audited financial statements can be accepted for this purpose. The federal DBE/ACDBE regulation was updated in May 2024, and certifiers can no longer accept Profit and Loss statements or financial statements that have not been audited as documentation of gross receipts.
- DBE Certification renewals are processed by the Unified Certification Program (UCP) certifying agencies, which consist of ADOT, the City of Phoenix, and the City of Tucson. DBE applicants must submit their DOE to the proper certifying agency, which is based on the firm’s primary location/address as outlined below. The on-line application portal will guide applicants through the process of submitting their initial applications, as well as their annual DOEs, to the correct agency. This agency will maintain the firm’s certification records, and be the point of contact for any questions, concerns or updates regarding the firm’s DBE/ACDBE certification.
- All ACDBE certification annual DOEs are managed by the City of Phoenix. Arizona-based firms that are dual ACDBE and DBE certified must submit their annual DOE to the City of Phoenix using the log in on this page, or the link in their courtesy reminder notice.
Firms that do not submit their DOE and required documentation in a timely manner are considered noncompliant and are subject to suspension or removal of their DBE/ACDBE certification.
Certified firms will receive courtesy annual reminder notices 45 days before their DOE is due. Firms may log in to their account to complete the DOE, or by navigating to this page and selecting the link in the reminder on the right to begin the annual DOE renewal process.
- Log in to the ADOT DBE and OJT Online Reporting System (DOORS) to submit the annual DOE.
- Firms located in Maricopa County must submit their annual DOE to the City of Phoenix every year on their JOC anniversary date at City of Phoenix DBE Certification System .
- Firms located in Pima County must submit their annual DOE to the City of Tucson every year on their JOC anniversary date at City of Tucson DBE Certification System .
- Firms located in Arizona outside of Maricopa and Pima counties and all interstate DBEs certified through ADOT must submit their annual DOE to ADOT every year on their JOC anniversary date.
